The Fourth Plenary Session of the Nineteenth CPC Central Committee and the Fifth Plenary Session of the Nineteenth CPC Central Committee adhere to improve the basic socialist economic system. Considering the situation of Guangzhou High-tech Zone，this paper proposes the idea of establishing comprehensive innovation demonstration zone of socialist market economy system in Guangzhou High-tech Zone. Guangzhou needs to promote the high-quality development of small and medium-sized enterprises as the core，take the market-oriented reform of factors as the breakthrough of the system，accelerate the construction of an open economic system and strengthen the governance system of the promising government and the modernization of governance capacity. This will help Guangzhou High-tech Zone truly realize the transformation of the economic growth mode from factor-driven to innovation-driven，brings about comprehensively reforms，and lead the high-quality development of national-level functional areas on a new stage.
