本报告首先分析了上海人口老龄化和老龄人口高龄化在不同发展阶段所呈现的特点,以及人口老龄化与推行长护险在时间契合、数量供求等方面的关系,提出了“窗口期、释放期、高压期和紧缺急需期”的初步判断。其次总结了30年来长护险制度的研究及其试点历程,着重分析了护理人员队伍建设在最近几年出现的“井喷”现象以及伴随而来的新问题。最后针对2025~2040年即将到来的长护险高压期,也就是护理人员队伍的紧缺急需期,从杜绝恶性竞争、加强订单式培养、强化职业道德教育和职业技能建设、落实过程监管和跨区交换监督、发挥长三角一体化互助优势等多维视角,提出了加强长护险护理人员队伍建设的对策。
<<This report first analyzes the characteristics of Shanghai’s aging population and aging population at different stages of development,as well as the relationship between aging population and the implementation of long-term care insurance in terms of time fit,quantity supply and demand,and puts forward a preliminary judgment of “window period,release period,high pressure period and urgent shortage period”.Secondly,it summarizes the research process and the pilot process of the long-term care insurance system in the past 30 years,and focuses on the analysis of the “blowout” phenomenon and the accompanying new problems in the construction of nursing staff in recent years.Finally,in view of the coming high-pressure period of long-term care insurance from 2025 to 2040,that is,the urgent period of shortage of nursing staff,five operable countermeasures to strengthen the construction of long-term care insurance nursing staff were put forward from the multidimensional perspectives of eliminating vicious competition,expanding order based training,strengthening professional ethics education and professional skills construction,implementing process supervision and cross regional exchange supervision,and giving full play to the advantages of integrated mutual assistance in the Yangtze River Delta.
