The implementation of the “applicant commitment system” in the food business is an inherent requirement for Guangzhou to deepen the reform of the approval system and optimize the business environment in order to further simplify and optimize the application process for food business license and improve the approval efficiency. At present，there are three major problems in the application process for food business license in Guangzhou：First，the procedures for obtaining licenses are too tedious；second，the supervision method is rough during and after the event；third，the driving force for innovation and supervision reform is still insufficient. Learning from the experience of implementing the “applicant commitment system” in the food business process in Shenzhen，Chengdu and Shunde，this paper proposes：1.ease on the access and implement the “applicant commitment system” based on market demand；2.reduce data barriers to improve the convenience of certificate issuance；3.Starting from reforms，innovate pre-post supervision.
