    广州在食品经营环节推行“申请人承诺制”的建议

    摘要

    食品经营环节推行“申请人承诺制”,是广州深化审批制度改革、优化营商环境的内在要求,旨在进一步简化和优化食品经营许可流程,提高审批效能。目前广州在食品经营环节办理经营许可证存在三大问题:一是办证程序过于烦琐;二是事中事后监管方式粗放;三是创新监管改革动力仍显不足。借鉴深圳、成都和顺德等市在食品经营环节推行“申请人承诺制”的做法和经验,建议:一是以市场需求为导向放宽准入,推行“申请人承诺制”;二是打通数据壁垒,提升办证便利度;三是以改革倒逼,创新事中事后监管。

    Abstract

    The implementation of the “applicant commitment system” in the food business is an inherent requirement for Guangzhou to deepen the reform of the approval system and optimize the business environment in order to further simplify and optimize the application process for food business license and improve the approval efficiency. At present,there are three major problems in the application process for food business license in Guangzhou:First,the procedures for obtaining licenses are too tedious;second,the supervision method is rough during and after the event;third,the driving force for innovation and supervision reform is still insufficient. Learning from the experience of implementing the “applicant commitment system” in the food business process in Shenzhen,Chengdu and Shunde,this paper proposes:1.ease on the access and implement the “applicant commitment system” based on market demand;2.reduce data barriers to improve the convenience of certificate issuance;3.Starting from reforms,innovate pre-post supervision.
