At the same time，there are also some problems，such as the ideas of some administrative departments and managers can not keep up with the needs of the development of the situation，the construction of the rule of law is relatively backward，the laws and regulations related to the management of foreigners are not perfect and perfect，the management mechanism is not smooth enough，and is not suitable for the internationalization process of the capital city.
