随着我国城市基层社会管理体制的变迁,城市基层社会管理体制发生了极大的转变,与此同时也带来了社区管理环境的转变——物业服务企业应运而生并逐渐成为社区治理的多元主体之一。2020年5月1日《北京市物业管理条例》正式施行,明确要求将物业管理纳入社区治理体系,构建党建引领、多方共同参与的社区治理架构,即通过党建引领,协调好各社区主体之间的利益关系,深化社区治理主体之间的良性联动,以更好地为居民服务,不断满足群众的多元需求。本研究围绕这一主题,结合党建引领“吹哨报到”“接诉即办”相关工作,采取座谈、访谈、现场考察、调查问卷、大数据分析等方式,对朝阳区城市地区物业服务管理状况进行“深描”,并对上百个社区进行走访调查,总结朝阳区党建引领物业参与社区治理的实践经验,并进一步探索党建引领嵌入物业参与社区治理的路径优化,提出对策建议。

Carry out “deep description” and visit and investigate hundreds of communities,try to summarize the practical experience of party building in Chaoyang District leading property to participate in community governance,and further explore the path optimization of party building leading embedded property to participate in community governance,and put forward countermeasures and suggestions.
