扎实推进乡村振兴工作,实现产业兴旺、生态宜居、乡风文明、治理有效、生活富裕总体要求,人才队伍建设是其中的重中之重。在对北京北部部分村落的三年研究中,研究者发现,在治村人才来源上,存在城乡人才的内生培育与外部引入间的矛盾;在人才需求类别上,存在人才需求类别多样化与供给途径狭窄化之间的矛盾;在人才引进机制上,存在治理弹性上的常态化与变通性之间的演绎矛盾。打造人才流动的梯级合作体系,有必要构建多领域人才横向合作体系、多渠道人才纵向培育体系和城乡人才合作优化体系。更好探索乡村振兴的人才支持机制,有必要搭建契合现代农业发展需要的人才队伍体系,激活城市人才服务农村的参与热情。
<<Under the rural vitalization background,talent management is playing more important role for rural industrial prosperity,ecological livability,rural civilization,effective governance and rich life. With three years villages study of north part of Peking,the author tries to outline three contradictive points of rural talent mobility,which include inner and outer incubator mechanism,multiple demands and narrow supply,normal and flexible social governance integration. Therefor,it’s necessary to establish horizontal cooperation system for talents in multiple fields,vertical talents cultivation system,and urban-rural cooperative system to activate enthusiasm of urban talents to serve the countryside,and establish team system which meets the needs of modern agricultural development.
