Consultative democracy of grass-roots level is a key way for social groups to participate in social governance. As an important part of consultative democracy with Chinese characteristics，consultative democracy of grass-roots level is directly related to the rights people. It plays an important role in expanding citizens’ political participation and promoting the modernization of national governance system. From the perspective of social governance，this paper based on the questionnaire survey in Haidian District，which attempts to make a preliminary discussion relationship between grass-roots consultative democracy and social governance，so as to provide useful thinking for effectiveness of grass-roots consultative democracy.
