The third distribution is an effective path to achieve common prosperity，and charity is the main carrier of the third distribution. Social organizations have played an important role in promoting the development of philanthropy in the capital，but they still face the problems of relatively small scale，inefficient use of resources，and insufficient capacity to serve the capital’s development in order to achieve high-quality development. In response to these problems，the article analyzes and puts forward policy recommendations from the aspects of incentives and guarantees for social organizations to participate in philanthropy in the capital，maintenance of public credibility and professional improvement，industrial ecological construction，and the cognition and guidance of serving the development of the capital.
