“十四五”时期北京社会发展各项规划中充分肯定社会组织参与儿童事业、积极提供公共服务的重要作用。围绕“幼有所育、学有所教、弱有所扶”等民生保障目标,2021年北京各类专业社工机构、基金会、法律机构、公益慈善和志愿服务组织参与儿童社会公共服务供给的广度和深度明显提升,回应当前儿童社会教育和社区支持面临的迫切问题,形成了一批较有影响力的社会服务品牌项目。在公共服务递送中,还存在政社之间互动互补机制不够完善、政府购买社会组织服务缺乏相应的服务标准和督导规范、有能力回应困境儿童特殊需求和提供精细化专业化服务的社会组织短缺等挑战。亟须优化社会组织在儿童社会公共服务中的参与渠道和供给质量,提供体现“首善标准”的高水平保障和高品质服务。
<<the important role of social organizations in participating in children’s undertakings and actively providing public services have been highly affirmed in a few Beijing’s social development plans within “14th Five-Year” period. Focusing on the goals of “care for newborns,education for young children,support for the weak” and other livelihood security goals,various professional social work institutions,foundations,legal institutions,charities and voluntary service organizations in Beijing participate in the provision of social public services for children in 2021. A number of influential social service brand projects have been formed in response to the urgent problems faced by children’s social education and community support. In the delivery of social public services,there are still challenges in which the interaction and complementation mechanism between the government and the society is not perfect,the government purchases social organization services without corresponding service standards,and the ability to respond to the special needs of children in distress is relatively weak. There is an urgent need to optimize the participation channels and supply quality of social organizations in children’s social public services,and provide high-level guarantees and high-quality services that reflect the “first-class standard” of Beijing as the capital of China.
