With the changes in the international economic order，the international cultural development pattern varies accordingly. As the world’s biggest developing country and the world’s second economy，confronted with the global governance issues such as “the questions of the time” and “the questions of the century”，China proposes an initiative of “advocating mutual learning among civilizations，building a community of shared future for mankind”. As the big country’s capital city and is fulfilling the great rejuvenation of the Chinese nation，Beijing has advanced the construction of the national cultural center，and taken on the historical mission of external communication of national image. Based on the national diplomatic strategy，Beijing should adopt innovative mechanism and modes of cultural communication and mutual learning among civilizations to strengthen international cultural communication and cooperation，thus create friendly and inclusive，traditional yet dynamic，modern and livable，and win-win atmosphere of capital city.
