In 2021，Beijing has overcome the difficulties brought by the COVID-19，in which the construction of public cultural services have been constantly promoted. The public cultural service field of the whole city takes the celebration of the 100th anniversary since the founding of the Communist Party of China and the holding of the Winter Olympics and Paralympics as the main lines，the promotion of the high-quality development is taken as the theme，the implementation of work is emphasized，the pursuit of forging ahead is greatly implemented，the public cultural services are promoted to a new level，and a good start in the “14th Five-Year Plan” is achieved. In this report，the development achievements of Beijing’s public cultural service development in 2021 are combed in terms of top-level supporting policy design，facility construction，service provision，integration of Beijing’s characteristics into public cultural services，innovative development models and so on. In the meantime，the existing shortcomings in further optimizing the quality and efficiency of public cultural services are analyzed. The suggestions on the aspects of cultural service governance capacity and efficiency improvement are proposed，such as the participation of multiple social subjects，the innovation of product and service supply mechanism，the optimization of governance structure and so on.
