In recent years，the Shanghai State-owned Assets Supervision and Administration Commission has taken “two realities” as the principle，“four possessions” as the goal，adhered to the three “integrations”，focused on key points，and promoted comprehensively. Shanghai’s state-owned enterprises have achieved remarkable results，but there are still shortcomings. In accordance with the new tasks and new requirements of the reform and development of state-owned enterprise and state-owned assets in Shanghai in the new era，the Shanghai SASAC has conducted in-depth research and reflection on the construction of the rule of law in Shanghai’s state-owned enterprises during the “14th Five-Year Plan” period，that is，introducing “one law”，grasping “two people”，teaching “three lessons”，keeping “four lines”，and writing “five articles”.
