The Standing Committee of the National People’s Congress authorized the Shanghai Municipal People’s Congress and its Standing Committee to formulate regulations and laws for the Pudong New District，which enhanced the ability of Pudong to provide a system of bold trials，bold breakthroughs，and independent changes. The six regulations introduced in 2021 made fully use in the right of legislative adaptation and early pilot implementation to adjust the laws and regulations that do not conform to the reform and innovation practice in Pudong，release and develop the productive forces. The introduced laws and regulations uphold the problem-solving thinking and adopt the “small and quick” legislative model，which makes up the shortcomings of the “big” legislative model under the guidance of system thinking，and is more relevant and operable. The introduced legislation in making the full implementation of the whole process of people’s democracy，expanding the people’s orderly participation in the ways and means of legislation，giving full play to the system integration，consensus building，and leading and promoting role，which provide experience for the subsequent legislation.
