The protection characteristics of inheritors of Japanese intangible cultural heritage are as follows：first of all，the policy implementation focuses on classification，in which different types of inheritors have different protection policies. Secondly，the policy implementation centers on the stratification of the pyramid structure，maturing a talent reserve system. Finally，with an operational policy，both representative inheritors and general inheritors have spiritual encouragement and material support in the career planning. This paper suggests that policy of Chinese inheritor of intangible cultural heritage protection should be formulated accurately according to different types on the long-term，optimize the inheritance team and organization to make the best of the situation and put people first.
