In 2021，the global new energy vehicle market grew rapidly and the annual sales of new energy vehicles reaches 6.89 million，with a year-on-year increase of 1.1 times. At the policy level，some developed countries such as Europe，the United States and Japan have regarded the development of electric vehicles as an important way to achieve climate goals and have optimized the new energy vehicle policy system based on their basic national conditions and overall emission reduction goals. Overall，since 2021，Europe，the United States and Japan have enhanced their policy support for new energy vehicles，even some countries have proposed the goals for vehicle electrification development. In this context，China is recommended to draw international experience by its basic national conditions. Under the guidance of the “carbon peaking and carbon neutrality goals” and “2035 plan”，China shall clarify the low-carbon development path of automobiles，improve the fiscal and taxation support policies for new energy vehicles，formulate vehicle electrification goals and promotion roadmaps for China’s national conditions，improve the stability and competitiveness of industrial chain and supply chain，and optimize the new energy vehicle policy system as soon as possible.
