    2021年中国汽车芯片行业政策法规现状及建议

    摘要

    芯片是我国汽车产业链重要“卡脖子”领域,目前汽车芯片供应严重依赖进口,产业安全问题突出。当前大国竞争日趋激烈,芯片成为全球汽车产业新的竞争高地。本文整理了国内外汽车芯片行业政策、标准、检测、认证体系的情况,并分析了现行政策法规对于产业现状的适应情况。整体来看,我国尚未建立专门的汽车芯片政策体系,标准体系尚不健全,检测能力薄弱,认证环节被国外垄断。政策法规不适应,对我国汽车芯片产业的健康发展已产生了严重影响,亟须从国家层面聚合资源,统筹安排。建议制定汽车芯片产业发展规划、建设行业公共服务平台、促进标准检测认证推广应用等。

    Abstract

    Chip is an important bottleneck area in China’s automotive industry chain. At present,China’s supply of automotive chips is heavily dependent on imports,so industrial safety issues are prominent. At present,the competition among major countries is becoming increasingly fierce,while chip has become a new competitive highland in the global automotive industry. This paper sorts out the policies,standards,testing and certification systems implemented in the automotive chip industry at home and abroad,and analyzes the adaptation of the current policies and regulations to the current status of the industry. On the whole,China has not yet established a specialized policy system for automotive chips;the standard system is not yet perfect;the testing capacity is weak;and the certification process is monopolized by foreign countries. Unsuitable policies and regulations have had a serious impact on the healthy development of China’s automotive chip industry,so it is urgent to aggregate resources and make overall arrangements at the national level. It is recommended to formulate a development plan for the automotive chip industry,build an industrial public service platform and boost the promotion and application of standard testing and certification.
