    2021年中国新能源汽车换电模式发展现状、问题及建议

    摘要

    换电模式作为新能源汽车一种重要补能方式,凭借其显著的经济性、良好的补能体验等优势受到广泛关注。2021年,工信部启动新能源汽车换电模式应用试点工作,推动换电模式持续升温,相关企业也加快了换电模式布局步伐。从市场规模来看,换电车型数量不断增加,产销量大幅提升。从应用场景来看,换电模式在私人领域、出租网约、短倒运输、城市环卫、物流配送等领域均形成一定规模。然而,换电模式在标准法规、政策制度、监督管理等方面仍然面临问题,需要不断探索解决。本文简要回顾了换电模式的发展历程,从政策和产业层面系统梳理了换电模式发展现状,并研究分析了换电模式发展过程中存在的难点和痛点,最后对推动我国换电模式发展提出推进换电标准化、优化完善管理制度、加大对换电站建设运营的支持力度、推进新能源汽车换电模式应用试点工作等建议。

    Abstract

    As an important energy replenishment method for new energy vehicles,swapping mode has attracted widespread attention due to its advantages such as significant economy and good experience in energy replenishment. In 2021,the Ministry of Industry and Information Technology launched the pilot work on the application of swapping mode for new energy vehicles to promote the continuous improvement of swapping mode. At the same time,some involved enterprises have also accelerated the pace to deploy swapping mode. From the perspective of market size,the number of battery-swapped models has continuously increased,while production and sales have increased significantly. From the perspective of application scenarios,swapping mode has formed a certain scale in the sectors of private sphere,rental and online ride hailing,transportation in closed scenes,short-term transportation,urban sanitation,logistics and distribution. However,swapping mode still faces some problems in terms of standards and regulations,policies and systems,supervision and management,which shall be continuously explored and solved. This paper briefly reviews the development history of the swapping mode,systematically sorts out the development status of the swapping mode at the policy and industrial levels,studies and analyzes the difficulties and pain points existing in the development of the swapping mode and finally gives some suggestions for promoting the standardization of battery swapping,adjusting and improving management system,increasing support for the construction and operation of battery-swap stations and promoting the pilot work of the swapping model for new energy vehicles.
