In recent years，China’s culture industry is flourishing，it has promoted the transformation and upgrading of the national economy effectivelyand enriched the people’s spiritual and cultural life. However，from the view of regional development，growth of Liaoning culture has been lower than the national average. In order to identify the development bottleneck of Liaoning culture industry deeply and propose solutions accurately. Based on discussion of culture industry pattern，culture consumption level，enterprises and institutions and industrial park development in Liaoning province，this paper deeply analyzes the current issues of Liaoning culture industry in the integration process of cultural and financial industries. The study found that the inclination of cultural industry policy is insufficient，the supporting policy of cultural finance is imperfect，the kind of financial instruments is less，the development concept of cultural enterprises is outdated. To solve these issues，this paper has put forward the overall development strategy of “finance empowering culture”. It has summed up eight development paths，such as “building a national cultural and financial demonstration zone”，“improving the construction of cultural and financial system and platform”，“improving the value evaluation and trading market of copyright and intellectual property rights” and so on. With the aim to strive for improve the development status of culture industry and support the new energy for the economic development in Liaoning province.
