The beautiful countryside construction is a livelihood project which promotes the rural revitalization and improves the construction of a new socialist countryside. It is also the basis and premise to build a well-off society. Since 18th National Congress of the Communist Party of China，the beautiful countryside has been given a new mission and goal. As the old industrial base，Liaoning province regards the cultural revitalization as an important part of Rural Revitalization while implementing the five development concepts of “innovation，coordination，green，openness and sharing”. Culture of poverty alleviation of the beautiful countryside is not only the basis of the rural revitalization，but also the weakness existing in the rural construction. Through case analysis，this paper explains the weakness of rural culture and the strategy of anti-poverty and development. poverty alleviation through case analysisthe implementation effect is remarkable.
