<<Under the background of economic and technological globalization，the process of international technological cooperation has been accelerated，and it has become an important driving force for promoting technological progress，industrial upgrading and economic development in today’s world. The Eastern European and CIS countries are rich in technological resources and abundant in technological talents，and their technological level in many industrial fields is still in the forefront of the world. They are highly complementary with our country’s industry and technology，and has become an important cooperation partner in technology field. Guangdong-CIS international technological cooperation union is based in Guangzhou，facing Guangdong，and radiating the whole country，and fully promotes international technology cooperation with Eastern European and CIS countries. It provides full services in international technology transfer，introduction of high-end talents，establishment of R&D institutions，promotion of major projects，international education cooperation，and effectively carries out mutually beneficial and win-win international technology transfer and technological innovation，which has achieved good social，economic and international benefits in helping to solve technical problems，promoting industrial upgrading，and promoting people-to-people bonds. As the vanguard of Guangdong’s international technology cooperation，the development experience of the Guangdong-CIS international technological cooperation union includes promoting the formulation of international technology transfer policies to improve the top-level design of cooperation mechanisms；implementing diversified cooperation models to carry out multi-field international technology cooperation；creating professional service tools to provide convenient search resources；building multiple service platforms to link domestic and overseas technological cooperation resources；strengthening emotional maintenance to create sustainable emotional hubs，which has provided a strong support for the national innovation-driven development strategy.
