To gain a deeper understanding of the development of China’s nursery institutions in recent years，the problems and challenges they face，and the policy support they hope to obtain，so as to effectively promote the construction of the nursery service system and promote the implementation of relevant national policies，the research group conducted a nationwide investigation via online questionnaire. The results show that the difficulties and problems faced by childcare services mainly include：a diversified infant care service model has not yet been formed，strong and effective policies and department coordination mechanisms need to be established，policies，regulations and management processes need to be further improved，and more childcare institutions are needed with competent service capabilities. In view of this，it is recommended to encourage local governments to set rational development goals and resource planning strategies for childcare services，expand increments on the basis of revitalizing the current stock，and build a service model suitable for urban and rural development in accordance with regional characteristics；map out family policies and provide guidance to scientific childcare services，and improve the family care capacities；speed up the capacity building of community care services，optimize the layout of community care sites through overall planning；promote the coordinated implementation of various policies to achieve standardized，inclusive，and high-quality development of care services in an orderly and well-managed way.
