2021年是开启未成年人保护新格局的起步之年，也是推进儿童福利事业高质量发展的规划之年。本文全景展现2021年儿童福利和未成年人保护工作的发展情况，对加强顶层设计、完善儿童福利保障制度、健全未成年人保护工作机制等做宏观透视，对儿童福利和未成年人保护工作在实践中所存在的困难和问题做梳理检视，结合“护童成长”项目开展地区的实际情况做微观聚焦。在此基础上就下一步工作提出对策建议，完善儿童福利法律制度体系建设，推进四级关爱服务平台建设，优化儿童福利服务体系建设等。
<<2021 was the first year to establish a new pattern for the protection of minors，and also the year of planning to promote the high-quality development of child welfare. This article presents a panoramic view of the development of China’s child welfare and minor protection work in 2021，and provides a macro perspective on strengthening top-level design，improving the child welfare system and the working mechanism for minors protection. The difficulties and problems in the practical work of child welfare and minor protection have been reviewed，combined with an examination on the “Children Growth Caring” Project. On this basis，countermeasures and suggestions have been put forward，including the continuous improvement of the child welfare legal system，a four-level care service platform，and the child welfare service system.
