Driven by the lifestyle of the digital economy and the normalization of the COVID-19，digital literacy has drawn the whole society’s attention in 2021. The CCP and the government pay great attention to improving the national digital literacy and figure out that by 2025，the digital adaptability，competence and creativity of the people will be significantly improved，and the digital literacy and skills of the people will reach the level of developed countries. Meanwhile，the construction of “Information Accessibility” should be accelerated and strengthen digital ethics education in practice. The government should prevent the digital divide among the elderly from widening，and All industries are maintaining digital literacy requirements for employees. At the government level，the central government vigorously promotes digital literacy，and local governments notice the effect of digital literacy in the revitalization of digital cities and villages. Communities have become a frontier for the government to improve digital literacy. In Academics，the digital literacy of farmers and the elderly has become a research trend，and digital literacy research in libraries，higher education，and primary and secondary education has gradually paid more attention. In general，we should enhance digital literacy in developing areas，libraries，vulnerable groups，and education to enhance the education and training of digital skills for the whole population and optimize the environment for the development of digital literacy.
