This paper analyzes China's child welfare system from the aspects of target system, service object, project system, fund and service provision. ① The institutional objectives can be summarized as safeguarding children's rights, promoting children's well-being, promoting social equality and contributing to national development. ② The clients include all citizens under the age of 18. Priority should be given to the special needs of children in custody difficulties, economic difficulties, medical difficulties, social difficulties and other groups. ③ China is establishing a basic public service delivery system based on civil rights. The state bears the financial responsibility for basic public services. Children benefit from welfare services provided to all citizens and welfare services specifically for children. ④ Through social insurance and social assistance, the state has also assumed the responsibility of providing minimum or basic living security for children from poor families, orphans and children in difficult circumstances.
