To collect business opinion on city competitiveness, two surveys were conducted in HK and Shanghai during December 2000 to January 2001 and November 2001 to May 2002. The major survey results show: Hong Kong has earned highest scores in both surveys from CEOs of MNC's in Hong Kong and Shanghai ; Hong Kong showed significant advantages over Shanghai in all 3 pyramid of city competitiveness dimensions, but a narrow margin of "base for sustainable economic growth"； Shanghai was considered ahead of Hong Kong at the items of favorable economic restructure toward enhancing competitiveness, commercialization of local R&D achievements, ability adopt to economic fluctuation, and so on. <<
