生态产品价值实现是习近平“绿水青山就是金山银山”理论的重要实践。北京市70%的市域面积为生态涵养区,生态资源丰富,生态产品多样。由于非竞争性和公共性,生态产品价值存在难计量、难兑现等困境。基于现状,北京主要从6个方面突破,促进生态资源价值转化:建立生态产品价值核算体系、培育壮大生态产品消费市场、打造“京”字牌生态区域品牌、探索多元化价值实现机制、完善生态补偿制度、创新绿色金融机制。
<<Realizing the value of ecological products is an important practice of Xi Jinping’s ecological civilization thought of “lucid waters and lush mountains are invaluable assets”. 70% of Beijing’s urban area is an Eco-Conservation Division,with abundant ecological resources and diverse ecological products. Due to non-competitiveness and public nature,the value of ecological products is difficult to measure and realize its value. Based on the status quo of Beijing,we will make breakthroughs in six aspects to realize the value of ecological products:establishing an ecological product value accounting system,cultivating a green consumer market,creating a “Jing” regional public brand of ecological products,giving play to the leading role of the government,improving the ecological compensation system,and innovating green financial mechanism.
