新冠肺炎疫情突袭而至,北京市迅速响应,形成全社会共同抗击疫情的合力,实现突发公共事件背景下社会动员的各个目标。此次新冠肺炎疫情防控成效显著,但也暴露出不少深层次的问题,北京市街道社区社会动员机制仍存在不足,缺乏应急管理全过程动员理念,应急动员机制结构功能失衡,制度环境已不能适应应急社会动员的需要,应急社会动员缺乏韧性、策略单一,对大数据等新技术应用不足。未来,北京市应加强风险管理、危机管理阶段的社会动员,破除制度鸿沟,提升精细化社会动员水平,落实应急全过程、动员全阶段的应急社会动员相关制度,“刚柔共进”促进社会动员策略转型,在应急管理过程中加强对于新技术的运用。
<<Since the outbreak of COVID-19,Beijing has responded quickly,forming a collective force of the whole society to fight the epidemic,and achieving the goals of social mobilization in emergency response. Since SARS,the emergency social mobilization system in Beijing has experienced many emergencies and accumulated a lot of valuable experience. The COVID-19 prevention and control has achieved remarkable results,but at the same time,many deep-seated problems have been exposed. The emergency social mobilization in Beijing lacks the mobilization concept of the whole process of emergency management. The structure and function of emergency mobilization mechanism in Beijing are unbalanced,and the institutional environment can not meet the needs of emergency social mobilization. Social mobilization for emergency response lacks resilience,single strategy and insufficient application of new technologies such as big data. In the future,Beijing should strengthen the risk management,crisis management phase of social mobilization,close the institutional gap,enhance the level of social mobilization and implementation of emergency process,mobilizing all phases of emergency relevant systems of the social mobilization,promoting the transformation of social mobilization strategies for emergency response,strengthen in the process of emergency management for the use of new technologies.
