北京是我国基础研究活动的重要地区之一。近十年,北京市基础研究经费快速增长,2020年达到全国基础研究经费的1/4以上,已经接近甚至超过部分发达国家的水平。通过估算主要因素对技术进步的灰色关联度可以看到,基础研究对技术进步的影响不如应用研究和试验发展,高校基础研究对技术进步的影响略大于研究与开发机构基础研究,R&D人员水平对技术进步的影响大于资本投入水平,基础研究直接产出对技术进步的影响略大于投入要素。进一步加强北京市基础研究,应提升高校的基础研究投入比重、加快基础研究人才培养、引导企业开展应用基础研究。
<<Beijing is an important area for basic research activities in China. In the past ten years,Beijing’s intramural expenditure of basic research has grown rapidly. In 2020,Beijing’s intramural expenditure of basic research is more than a quarter of the nation. And it has approached or even exceeded the level of some developed countries. The grey relation analysis on technological progress shows four conclusions. Firstly,the impact of basic research is less than applied research and experimental development. Secondly,the impact of higher education basic research is slightly greater than the R&D institutions. Thirdly,the impact of R&D personnel is greater than R&D intramural expenditure. Fourthly,the impact of direct output of basic research is slightly greater than the input. To strengthen the basic research in Beijing,we should increase the proportion of basic research expenditure in higher education,speed up the training of basic research personnel,and incentive enterprises to carry out applied basic research.
