Over the years，Europe has been committed to building a perfect digital economy governance framework and rules around three cores-data governance，platform governance and AI technology governance，which are in line with the law of development of the digital era and have become an important model for global digital economy governance. In addition，European cities are also actively combining their own characteristics and resource endowments to explore the application of digital technology to build green，livable，intelligent and convenient digital cities，among which London（UK），Amsterdam（Netherlands），Vienna（Austria），Paris（France）and Hamburg（Germany）are typical examples. The purpose of this paper is to provide reference for Beijing to build a global benchmark city of digital economy by sorting out the key points of European digital economy development and digital transformation practices of typical European cities.
