At present，the Pearl River-Xijiang River Economic Belt has entered a new stage in which high-quality development is led by high-level opening up. We must firmly seize the opportunity from the restructuring of global industrial chain and supply chain and the in-depth implementation of regional coordinated development strategy in China，give full play to the advantages of high-level opening up to form clusters，and change from being “self-development-oriented” to being “serving surrounding development-oriented”，from endowment-based “industrial transfer” to industry-based “capacity alignment”，from the alignment of industrial chains based on division of labor and cooperation among enterprises to that of value chain and supply chain based on the functions of industrial clusters and central cities（city clusters）. We need to leverage the transformation of ideas，development and methods to solve the following challenges：poor continuity of new and old growth drivers，declining industrial investment attractiveness，and the difficulty in breaking through inter-regional interaction and cooperation. The top priority is to address the outstanding problems such as facility connectivity，industrial coordination，and urban support.
