In the new era，the way of leading the innovation of grass-roots social governance by Party Construction is not only a path of social governance innovation with Chinese characteristics，but also one of the important measures to promote the modernization of national governance system and governance capacity in the new era. This paper focuses on how to scientifically and orderly promote and implement the concept of Party Construction leading grass-roots governance，and build the corresponding evaluation system. Firstly，this paper analyzes the policy background and the current research trends of domestic governance evaluation system，and reviews the problems. Then，based on the modernization requirements of grass-roots governance，this paper constructs the evaluation index system and analysis model of grass-roots governance led by Party Construction，and then makes empirical analysis and discussion through the actual case of community governance in the northern district of Qingdao. On this basis，it further proposes the principles and ideas of cultivating and building the brand of Party Construction leading social governance，innovating the new connotation of urban brand development，and proposing comprehensive suggestions on orderly implementation of Party Construction leading the development of grass-roots governance.
