本文梳理了我国医药集中采购政策脉络,归纳总结了顶层政策对医用耗材集中采购提出的具体要求和发展方向。统计汇总了2020年全国31个省(区、市)、333个地级市进行的医用耗材集中采购项目,重点对2020年新增医用耗材集中采购项目进行研究和分析。数据显示:2020年,我国医用耗材集中采购按照国家级、省级(含联盟)、市级(含联盟)多层次并行发展,模式仍以传统集中采购、挂网采购、集中带量采购为主。各省(区、市)、各市在延续原有思路的同时,加快了集中带量采购的试点和探索。通过对结果数据的汇总统计发现,集中带量采购总体价格降幅为58。87%,最大降幅为97。76%,取得了良好的降价效果。最后,本文提出现阶段医用耗材集中采购呈现出十大趋势,为各地今后开展集中采购工作提供了实践参考依据。
<<This study disentangles the context of China’s centralized pharmaceutical appropriation policy. Then,compiles the demands and construction directions of the top-level policy for centralized procurement of medical consumables. The statistics compiled the centralized procurement projects of Chinese medical consumables in 31 provinces and 333 prefecture-level cities crossed the nation in 2020. Also,concentrating on the study and review of the new centralized procurement projects of medical consumables in 2020. The data explicates that in 2020,the centralized procurement of medical consumables in China will expand in parallel at the national,provincial(including alliances),and municipal(including alliances)levels. The mode is mainly supported by traditional centralized procurement,online procurement,and mass procurement. While maintaining the original ideas,all provinces and cities have stimulated the pilot and exploration of mass procurement. Within the report statistics of the result data,the overall decrease of centralized purchases with quantity is 58.87%,and the highest decrease is 97.76%. Which has caused a good effect. According to this situation,this study summarizes the ten characteristics and trends of centralized procurement of medical consumables in the emerging stage. Furthermore,presents a reference and foundation for the construction and modernization of centralized procurement in the future.
