The “14th Five-Year” Plan proposes to “accelerate the construction of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles to promote each other”. This decision is not only a strategic response to changes in the global economy，but also a major adjustment to China’s medium and long-term development strategy. Based on the maturity of the external circulation supply chain，Shenzhen may achieve a breakthrough in the construction of the internal circulation digital supply chain，and transform itself into a supply chain hub serving China’s economic dual cycle. Shenzhen is one of the few cities in the world that has the advantage of “double-chain aggregation”. It should explore the way for China’s “double-chain” integration and development in the new development pattern of “dual circulation”. It is suggested that Shenzhen should give full play to its own advantages and focus on the breakthrough of “dual-chain integration” in the two major fields of digital economy and smart city，and promote the leading development of “dual-chain integration” in these fields.
