This report using optimized evaluation index system,evaluated and studied the ability of basic public service in 38 major cities and issued the ranking lists and results of satisfaction of these cities from nine aspects,—Basic Medical Care And Public Health,Culture And Sports,environment,Public Service,Social Security And Employment,Housing Support,Basic Education,Public Transportation,Public Safety—by analyzing 25115 questionnaires. This report studied and created a series of indices,such as the index of GDP leveraging satisfaction of basic public service,the improvement index of city's satisfaction of basic public service and the development index of satisfaction of the basic public service factors,and then evaluated city's basic public service using these indices.Results viewed improvement of satisfaction of city's basic public service in 2012,comparing with 2011,low level of general satisfaction,unbalanced satisfaction of factors.Accordingly, to well implement"the Twelfth Five-Year Plan on National Basic Public Service System",governments at all levels should,firstly,take evaluation of basic public services seriously and play down the ratio of GDP in government performance assessment.Secondly,enhance the quality and efficiency of financial input to public service,make further efforts to public information on basic public service and improve people's livelihood in line with people's attention.Furthermore,either large population or remote location is not excuse for low satisfaction of basic public service.National standard and assessment indicator system should be established as soon as possible.
