本文以应对CBAM为例,分析上海如何提升以规则制定权为核心的国际生态话语权,如何为提升国家的生态话语权提供有力支撑。CBAM实质上是发达国家为保护本国产业或利益,单方面修改国际气候规则和贸易规则,反映的是国际环境规则制定权之争。要提升以规则制定权为核心的国际生态话语权,需要以知识生产为基础,占据道德高地,并且在技术和制度发展等方面取得领先地位,从而以实力为后盾与发达国家对话。本文研判上海在绿色制造技术、碳定价政策、碳排放核算和相关知识生产等方面的短板,据此建议,以知识生产为基础,抓住“公平转型”议题抢占道德高地,将上海建成承接和转移外国先进绿色技术的枢纽,在非显性碳定价和碳排放核算等方面加快实现与发达国家接轨、互认,并大力培育为企业应对CBAM提供支持的第三方服务行业。
<<In the perspective to meet CBAM,this article analyzes how Shanghai can promote international ecological discourse power with the rule making power as the core and how Shanghai can support the nation to enhance ecological discourse power. In essence,CBAM is the developed countries’ unilateral action to modify international climate and trade rules to protect their own industries or interests,reflecting the struggle for power in international environmental rules making. In order to promote international ecological discourse power with the rule making power as the core,we need to occupy the moral highland and to attain the leading status in technology and institution development,based on knowledge production,so that we can conduct dialogue with developed countries backed by the strength. Based on the analysis on Shanghai’s shortcomings in terms of green production technologies,carbon pricing policies,carbon emission MRV,the related knowledge production and etc.,this article suggests that,based on knowledge production,Shanghai should occupy the moral highland with “just transition” topic,build up the nexus of assimilating and transferring advanced foreign green technologies,accelerate adaptation to and mutual recognition with the developed countries concerning non-explicit carbon prices and carbon emission MRV,as well as nurture the third-party services industries to support the enterprises to meet CBAM challenges.
