The innovation of the ecology and environmental management regulatory is an integral part of improving the socialist system with Chinese characteristics，and advancing the modernization of the national governance system and capabilities. It is also an essential support for enhancing the soft power of cities. In recent years，China has achieved remarkable results by carrying out a series ofecology and environmental management reforms and innovations in several key regions or fields. The Central Committee of the Communist Party of China has given the Pudong new area new major tasks of reform and opening up. It is urgently needed for the Pudong new area to explore and innovate in the concept，mechanism and model of ecology and environmental governance. Based on analyzing the current international situation，summarizing the domestic ecology and environmentalmanagement innovation needs and practical experience，this study puts forward several suggestions for the ecology and environmentalmanagement regulatoryof Pudong new area，including the application and integration of different ecology and environmental management regulatory；improving differentiated and intelligent models to enhance the effectiveness of regulatory services；strengthening technical assistance and technological support in critical areas；continuing to innovate the environmental policies.
