Urban ecological soft power plays an important role in improving the energy level of urban development. As the material carrier of urban ecological soft power，urban ecological and cultural landmarks are of great significance to enhance urban ecological soft power. To build Shanghai into an excellent global city，it needs to have a very high level of urban ecological soft power，and the construction of ecological and cultural landmarks provides a starting point for improving the urban ecological soft power. Based on the development of Shanghai ecological culture，this paper analyzes the characteristics and shortcomings of Shanghai ecological culture landmark construction. By identifying the main vein of Shanghai’s ecological culture，this paper analyzes the general area suitable for the construction of ecological and cultural landmarks in Shanghai. On this basis，it is considered that in order to build an ecological and cultural landmark in Shanghai，we should improve the urban two-level linkage mechanism，establish a capital investment guarantee mechanism，prepare the urban regional development plan，introduce relevant supporting industries，and create multiple communication channels.
