五个新城建设是上海市优化城市空间布局和功能、提升要素集聚力和城市竞争力的重要举措。新城建设影响城市空间结构和生态环境系统,进而影响居民的生态福祉。在人民城市理念和生态之城目标指引下,如何增进居民生态福祉成为五个新城建设需要破解的重要问题。根据环境统计数据分析和问卷调查结果,上海市五个新城建设推动了环境质量改善和生态空间布局优化,居民对新城生态环境质量满意度较高,在生态空间的多样性、可达性和服务功能,生态环境治理的公众参与度以及新城居民生态福祉的主观感知等方面仍存在短板和不足。针对上述问题,本研究认为应通过强化非传统污染治理、优化生态空间的类型结构和设施配套、提升滨水空间的密度和服务功能、推进经济社会福祉与生态福祉相匹配、完善公众参与生态环境治理的机制等措施提升居民的客观生态福祉和主观感知。
<<Building the five new towns is an important measure for Shanghai to optimize the urban spatial layout and functions,and enhance the agglomeration of elements and the competitiveness of the city. This will lead to the reconstruction of urban spatial structure,reshaping of the ecological environment system,redistribution of residents’ ecological well-being,and rebalancing of urban functions and ecological functions of Shanghai,which will affect the ecological well-being of residents. To achieve the goal of building an ecological city with the concept of people-centered,how to enhance and improve the ecological well-being of residents in the five new towns has become an important issue. Combined the statistical and questionnaire analysis,the results show that (1)the construction of five new towns in Shanghai has generally improved the new towns,in the aspects of environmental quality,ecological space layout and residents’ ecological well-being;(2)residents are highly satisfied with the quality of the ecological environment in the new towns,however,the diversity,accessibility and service functions of ecological space still need to be improved;(3)public participation in ecological environment governance is low;(4)the subjective perception of the ecological well-being of residents still needs to be improved. To improve the objective ecological well-being and subjective perception of residents,several measures are recommended,including making up for the shortcomings and weaknesses of environmental governance,optimizing the structure and function of ecological space,increasing the number of waterfront spaces,and improving public participation in ecological environmental governance mechanisms.
