城市生态品质提升是对过去城市生态环境建设的价值理念、目标要求和要素内涵的一种深刻反思,也是全面提升城市软实力的必要途径。当前上海积极参与全球城市竞争,建设与卓越的全球城市相匹配的城市生态品质是其内在需要和必然趋势。对此,本研究运用扎根理论,对城市生态学、社会学、经济学、伦理学和人居环境学当中与城市生态环境建设相关的理论知识进行熔炼,为建立城市生态品质多维评价标准提供理论支撑。在此基础上,围绕《上海市城市总体规划(2017~2035年)》当中提出的“成为引领国际超大城市绿色、低碳、可持续发展的标杆”的生态之城建设目标,构建基于NICEST的城市生态品质多维评价标准框架,包含一个目标、六大标准领域和18个构成要素,以期为上海城市生态品质提升提供评价管理的科学参考依据,以评促建助推上海城市生态软实力提升,增强城市综合竞争力。
<<Entering the new stage of high-quality development,considering the harmonious coexistence of human and nature and the appeal of high-quality urban living environment,urban ecological quality is a profound reflection of the values,targets and elements of urban environment construction in the past. It is also a necessary way to comprehensively enhance the city’s soft power. At present,Shanghai is actively participating in the global city competition,it is the inherent need and inevitable trend to build ecological quality that matches the outstanding global city target. Research on the multi-dimensional evaluation standards of ecological quality will help to promote the transformation of urban “indexed ecological construction” to “multi-value integration of urban development”. To this end,this research uses grounded theory to smelt the theoretical knowledge related to urban environment construction in urban ecology,sociology,economics,ethics and human settlements,so as to build a city. The multi-dimensional evaluation standard of ecological quality provides theoretical support. On this basis,centering on the ecological city construction goal of “becoming a benchmark for green,low-carbon and sustainable development of international megacities” proposed in the “Shanghai Urban Plan (2017-2035)”,a NICEST-based city will be constructed. The multi-dimensional evaluation standard framework for ecological quality includes one goal,six standards and 18 elements,in order to provide a scientific reference for evaluation and management for the improvement of Shanghai’s urban ecological quality,and to promote the improvement of Shanghai’s urban ecological soft power through evaluation and promotion.
