Ecological soft power is one of the important components of city soft power. Shanghai should identify and visualize the development direction and specific implementation measures of city ecological soft power from the three aspects of ecological quality，ecological culture，and ecological discourse power. Ecological quality makes the city more Affinity and attractiveness，ecological culture shapes the image and values of the city，and the right of ecological discourse demonstrates international influence and competitiveness. A comparative analysis of the ecological soft power of the eight cities of Shanghai，Beijing，Hong Kong，New York，London，Tokyo，Paris，and Singapore shows that New York and London are in the first echelon，representing the highest level of ecological soft power of Global cities，and Singapore is in the second echelon，Shanghai，Beijing，Hong Kong，Tokyo and Paris are the third echelon. Shanghai’s ecological soft power is still far from the top level of global cities，the development level of each sub-field of Shanghai’s ecological soft power is similar，and overall it has not yet formed an absolute advantage field. In order to further enhance Shanghai’s ecological soft power，first of all，it is guided by the gathering of high-end resources to improve the urban ecological quality，build a multi-dimensional urban ecological quality improvement standard，and play the role of talent attraction，citizen cohesion and cultural appeal of urban ecological quality. Second，develop a mega-city ecological culture with Shanghai characteristics，strengthen the construction of ecological “soft culture” and “hard systems”，and create an urban ecological cultural landmark with Shanghai characteristics. Third，actively docking and transforming international ecological rules and standards，and actively carry out multilateral and bilateral exchanges and cooperation in international ecological environment governance.
