为全面深化接诉即办改革,北京自2021年起逐步探索场景化治理,通过聚焦市民反映的普遍问题,在政策和制度层面采取针对性举措,解决高频共性民生问题。本文选取五个典型治理场景,全面呈现各承办单位为解决特定问题所采取的具体措施,并进一步评估治理成效,为接诉即办改革深化场景治理提供优秀经验。随着个体性诉求逐渐转变为群体性场景,接诉即办改革已经成为系统解决民生问题、全面提升治理能力、有效推进治理创新的北京方案。
<<In order to deepen the reform of Immediate Action on Request,Beijing has been gradually exploring scenario-based governance to address common livelihood issues by focusing on the common problems reflected by Beijing citizens and taking targeted initiatives at the policy and system levels since 2021. This chapter focuses on five representative governance scenarios to systematically show how the government has taken specific measures to solve these problems,assess governance effectiveness,and provide appropriate experiences for deepening scenario-based governance of the reform. With the gradual transition from individual complaints to scenarios,the reform has become a “Beijing Solution” for systematically resolving livelihood issues,comprehensively improving governance capacity,and efficiently promoting governance innovation.
