The type of sub-districts and towns that need to improve governance quality is the focus of the Immediate Action on Request Reform，as well as a key area promoting active governance and fulfilling people’s needs in advance. This report introduces the basic information of this type of sub-districts and towns，including their origins and features. The report comprehensively summarizes the practices and achievements of them over the past three years. Next，in accordance with the requirements of the reform，the priority should be placed on adhering to systematic governance，improving governance mechanism，focusing on reform and innovation，cracking the difficult issues，strengthening demonstration，and effectively enhancing the capacity of community-level governance and other aspects of work. The reform will promote the regional precise governance driven by citizen’s requests，improve the living environment of sub-districts and towns with most citizens’ demands，and create a series of new models of regional governance.
