Insufficient grassroots governance capacity in mega-cities has become a difficult problem restricting the high-quality development of capital cities in the new era. By rationalizing the urban grassroots governance system structure，gathering the overall advantages of the capital’s grassroots governance，and enhancing the institutional and system resilience of the capital city’s grassroots governance，Immediate Action on Request Reform has promoted the improvement of the value system of the modernization of the capital city’s grassroots governance capacity at a macro level.
