低碳发展已经成为世界各国经济发展的重要趋势,而数字经济是实现我国碳达峰与碳中和目标的重要抓手,因此研究数字经济助推京津冀城市群低碳转型具有较强的现实意义。本报告首先对京津冀城市群数字经济发展现状和碳排放现状进行了分析,然后在此基础上通过构建面板回归模型对京津冀城市群数字经济发展与碳排放之间的关系进行研究。结果显示:京津冀城市群数字经济服务业在营企业注册资本额呈上升态势,创新成果大幅增加,其中,数字信息传输业发展规模位居第一,但发展态势趋缓;京津冀三地数字经济服务业发展结构不同,北京以数字信息传输业为主,天津、河北以数字技术服务业为主;京津冀城市群碳排放呈上升趋势,且分布不均衡,河北碳排放量远远高于北京和天津,且不断增长,天津碳排放量在波动中缓慢上升,而北京在2012年就已顺利完成碳达峰目标;河北各地级市碳排放强度均高于北京和天津,一定程度上拉高了京津冀城市群整体碳排放强度;北京以第三产业耗能为主,天津和河北以第二产业耗能为主,且三地的工业能源消耗结构不同;数字经济的发展显著降低了京津冀城市群碳排放。在此基础上,本报告提出了数字经济助推京津冀城市群低碳转型的对策建议。
<<Low-carbon development has become an important trend of economic development all over the world,and digital economy is an important starting point to achieve the goal of peak carbon dioxide emissions and carbon neutrality in China. Therefore,it is of great practical significance to study the digital economy to promote the low-carbon transformation of Beijing-Tianjin-Hebei urban agglomeration. This report first analyzes the status quo of digital economy development and carbon emission in Beijing-Tianjin-Hebei urban agglomeration. On this basis,the relationship between digital economy development and carbon emissions in Beijing-Tianjin-Hebei urban agglomeration is studied by building a panel regression model. The results show that the registered capital of the digital economy service industry in Beijing-Tianjin-Hebei urban agglomeration is on the rise,and the innovation achievements are greatly increased. Among them,the development scale of digital information transmission industry ranks first,but the development trend is slowing down. The development structure of digital economy service industry in Beijing,Tianjin and Hebei is different. Beijing is dominated by digital information transmission industry,while Tianjin and Hebei are dominated by digital technology service industry. The carbon emissions of Beijing-Tianjin-Hebei urban agglomeration are on the rise,and the distribution is uneven. Hebei’s carbon emissions are much higher than those of Beijing and Tianjin,and are constantly increasing. Tianjin’s carbon emissions are slowly rising in fluctuations,and Beijing has successfully completed the peak carbon dioxide emissions target in 2012. The carbon emission intensity of all prefecture-level cities in Hebei is higher than that of Beijing and Tianjin,which has increased the overall carbon emission intensity of Beijing-Tianjin-Hebei urban agglomeration to some extent;Beijing’s tertiary industry consumes the most energy,while Tianjin and Hebei consume the most energy in the secondary industry,and their industrial energy consumption structures are different. The development of digital economy has significantly reduced the carbon emissions of Beijing-Tianjin-Hebei urban agglomeration. On this basis,this paper puts forward some countermeasures and suggestions for digital economy to promote the low-carbon transformation of Beijing-Tianjin-Hebei urban agglomeration.
