Digital economy has become a new highland of industrial development at home and abroad. China deeply understands and attaches importance to the development of digital economy. In recent years，China has promulgated many relevant policies such as the outline of national informatization development strategy. The coordinated development strategy of Beijing-Tianjin-Hebei is one of China’s major development strategies. Beijing and Tianjin have unique advantages in developing digital economy. Hebei Province clearly put forward in the digital economy development plan of Hebei Province（2020-2025），that it is necessary to work with Beijing and Tianjin to jointly build a new height of digital economy development. This report constructs the evaluation index system of digital economy development level from the three dimensions of digital economy development foundation，digital economy development scale and digital economy development environment，subdivides the Beijing-Tianjin-Hebei Urban Agglomeration into 13 prefecture level cities for comparative analysis，summarizes the digital economy development of 13 prefecture level cities，and then looks for the unique advantages and existing problems of each city in the process of digital economy development. The research shows that Beijing and Tianjin have a high level in all aspects of the development of digital economy；There is a significant gap in the development level of digital economy between prefecture level cities in Hebei Province among Beijing and Tianjin；The spatial imbalance of digital economy industry in Hebei Province is significant；The construction of digital economy development environment in Baoding，Handan and Xingtai can’t meet the needs of digital economy development in the city. Finally，the corresponding countermeasures and suggestions are put forward for the above research：First，give full play to the leading role of Beijing radiation to promote the intelligent transformation and upgrading of Tianjin Hebei service industry；Second，improve the digital technology industry chain and jointly promote the rational layout of digital economy；Third，actively promote the development of Tianjin Hebei Digital strategy and solve its obstacles in the construction of digital economy；Fourth，promote the coordinated development of Beijing-Tianjin-Hebei and strengthen the governance capacity of digital economy.
