In 2019，China gave Shenzhen the mission of building “Pioneering Demonstration Zone” and “Lao You Yi Yang”. From “Lao You Suo Yang” to “Lao You Yi Yang”，the word “change” reflects the ardent expectation for Shenzhen to take the lead in creating a path with Chinese characteristics to deal with the challenges of aging. Based on the connotation of “Lao You Yi Yang” with “health”，“participation”，“happy life” and “annuity” as the core，this report points out that the current aging in Shenzhen is younger and denser，and the household registration and non-household registration are upside down，and the old people are getting richer with empty nest，chronic disease. This report also summed up Shenzhen’s construction of “Lao You Yi Yang” in many aspects，such as social governance system，multi-level elderly care service system，elderly social welfare system，elderly care talent training system，and health care industry system. Then the achievements and challenges were put forward. Under this background，on the one hand，Shenzhen should seize the policy opportunity of “Double-zone superposition” and the important “window period” of aging，direct development through the “three-step” strategy；on the other hand，Shenzhen should vigorously promote the “five leaderships” of concept leadership，system leadership，standard leadership，technology leadership，and talent leadership，and contribute Shenzhen’s wisdom and experience to the exploration of “China’s solutions” to actively respond to the population aging.
