NPO法是指导日本志愿服务发展的根本大法,在经历几次大的修订,放宽PST标准、完善税收优惠政策之后,日本NPO事业得到快速发展。“3·11”东日本大地震以后,在灾后重建运动的带动下,志愿服务发展迎来了一波高潮。但是,2010年以后日本NPO相关制度没有较大修订,基本沿用民主党时期的“新公共”政策框架,这一框架在保证NPO财务可持续性的同时,造成了中小型NPO法人的生存全面依赖政府财政的问题。在目前疫情长期化、日本经济复苏前景不明朗的情况下,中小型NPO面临的问题较难得到根本解决。
<<The law of NPO is the fundamental law to guide the development of voluntary service in Japan. After several major revisions,Japan’s NPO business has developed rapidly by relaxing PST standards and improving tax preferential arrangements. After the March 11 East Japan earthquake,driven by the post disaster reconstruction movement,the development of voluntary service ushered in a wave of climax. However,after 2010,Japan’s NPO related systems have not been greatly revised,and basically follow the “new public” policy framework of the Democratic Party. This framework not only ensures the financial sustainability of NPO,but also causes the problem that the survival of small and medium-sized NPO legal persons fully depends on government finance. With the long-term epidemic and uncertain prospects for Japan’s economic recovery,the problems faced by small and medium-sized NPOs are difficult to be fundamentally solved.
