Cultural industry is not only a strategic measure to optimize the industrial structure and promote the transformation of economic development mode，but also an urgent need to protect and improve people’s livelihood. In September 2021，the State Council officially approved the implementation plan of the 14th five year plan for the comprehensive revitalization of Northeast China，which focuses on promoting the adjustment and optimization of industrial structure，so as to promote the comprehensive revitalization of Northeast China to achieve new breakthroughs. The cultural industry in Northeast China should seize this opportunity，break through the constraints of the original structure and system，form a circular chain of cultural industry with upper and lower linkage，left and right connection，one-time input and multiple output，optimize and upgrade the local cultural industry in Northeast China，and promote a new cultural industry model under the new economic form，so as to optimize，enrich and extending the cultural industry chain promotes the cultural industry to become the internal driving force of economic growth in Northeast China.
