Environmental and social governance is an important part of modern environmental governance system and governance capacity. Ecological and environmental issues are a major social issue related to people’s livelihood. Public participation，as an important way to promote ecological and environmental protection，is an important part of promoting the modernization of environmental governance system and governance capacity. Whether it can stimulate the passion and enthusiasm of the public to participate in environmental governance is a key link of whether the public participation mechanism can be established. Therefore，the establishment of a guiding mechanism for public participation in environmental governance will be the core of environmental and social governance and environmental public participation. As early as at the 11th meeting of the Commission for Deepening Overall Reform of the CPC Central Committee，the Guiding Opinions on Building a Modern Environmental Governance System was deliberated and adopted，which clearly mentioned that the seven environmental governance systems，including the national action system and the credit system，should be established and improved. However，as far as the research of environmental credit system is concerned，it is more based on the problems and optimization of enterprise environmental credit evaluation，and there is very little discussion on the establishment of environmental credit with social citizens as the credit subject. As an important ecological barrier in the upper reaches of the Yangtze River，Sichuan Province has long attached great importance to ecological protection，and has achieved remarkable results in ecological environment protection and environmental quality improvement. In comparison，environmental and social governance and citizen participation，especially in some developed areas，theoretical discussion and practice summary. So this paper tries to start from environmental credit，enterprise environmental credit，citizen environmental credit，and how to establish citizen environmental credit evaluation system，and fully combine the actual in Sichuan province，the citizen environmental credit evaluation system after the operation scene design make a preliminary discussion，as an important incentive mechanism to guide the public participation in environmental governance，promote the public participation.
