四川省是我国重要的水电基地,在促进经济社会发展、节能减排、优化能源结构、应对气候变化等方面发挥了重要的作用。本文针对四川省水电工程开发造成流域水土流失、形成减水或脱水河段、产生大规模工程弃渣、形成水库消落带等生态环境问题,集成研发河流生态流量保障、弃渣综合利用和工程扰动区生态修复等生态友好型水电工程建设关键技术,对今后四川水电工程开发的规划、科研、监管和智慧水利建设提出相关建议。
<<Sichuan Province is an important hydropower base in China. It has played an important role in national economic and social development,energy conservation and emission reduction,optimizing energy structure and supply,and coping with climate change. In view of the ecological and environmental problems of hydropower projects in Sichuan Province,such as water and soil loss,the water reduction or dehydration river sections,the generation of excavation spoil,and the formation of water level fluctuating zone,this paper integrates key technologies for the construction of eco-friendly hydropower projects,such as river ecological flow guarantee measures,comprehensive utilization of excavation spoil and ecological restoration technology in engineering disturbed areas,so as to provide guidance for the planning,scientific research,supervision and intelligent water conservancy construction.
